Guo Lanfeng said that in recent years, the Central Committee of the Communist Party of China has issued the Overall Plan for the Construction of the Hengqin Guangdong Macao Deep Cooperation Zone, located in Hengqin, Zhuhai, covering an area of 106 square kilometers. The Plan for Comprehensively Deepening the Reform and Opening up of the Qianhai Shenzhen Hong Kong Modern Service Industry Cooperation Zone, located in Shenzhen, originally only 15 square kilometers, has now been expanded to 120 square kilometers. The State Council has also issued the Overall Plan for Deepening Comprehensive Cooperation between Guangdong, Hong Kong, and Macao in Nansha, Guangzhou, which has made clear arrangements for the construction of major cooperation platforms. The State Council has issued the Development Plan for the Shenzhen Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone, which clarifies and improves the framework of the major cooperation platform system in the Guangdong Hong Kong Macao Greater Bay Area, mainly in Hengqin, Qianhai, Nansha, and Hetao.

Guo Lanfeng introduced that Hengqin closely revolves around the original intention of promoting moderate and diversified economic development in Macao, and plans and designs based on serving Macao and promoting the integrated development of Qinhuangdao and Macao. The innovation of the system and mechanism of Guangdong Macao's joint consultation, construction, management and sharing is a major breakthrough. That is to say, the 106 square kilometers of Hengqin mainly serve the moderate and diversified economic development of Macau.

Qianhai mainly focuses on the modern service industry, which is Hong Kong's advantageous industry, and supports deepening cooperation between Shenzhen and Hong Kong in Qianhai. Together, we will build a comprehensive reform and innovation experimental platform and a high-level gateway hub for opening up to the outside world. That is to say, Qianhai mainly cooperates with Hong Kong to develop the modern service industry.

The space in Nansha is relatively vast, highlighting the two key areas of "comprehensive cooperation between Guangdong, Hong Kong, and Macao" and "facing the world". A number of collaborative industrial projects will be laid out to serve public service facilities in Hong Kong and Macao, and work together with Hong Kong and Macao to expand opening up to the outside world.

Hetao has the smallest area among these four platforms, with a total area of 3.89 square kilometers in the two parks in Shenzhen and Hong Kong. However, its technological innovation characteristics are obvious, with the advantages of cross-border border between Shenzhen and Hong Kong and "one zone, two parks". It centrally carries a batch of Shenzhen Hong Kong technological innovation resources and can play an important role in promoting the construction of a collaborative innovation highland and effectively supporting the construction of the Greater Bay Area International Science and Technology Innovation Center.

On the other hand, we support interdisciplinary basic research and technological breakthroughs in Shenzhen and Hong Kong, continuously promoting a number of technological and industrial innovation achievements.

The second is to adhere to the coordinated development of Shenzhen Park and Hong Kong Park. Support the strengthening of the connection between Shenzhen Park and Hong Kong Park in terms of construction timing, key areas, and major projects, promote facility interconnection, service sharing, and innovation cooperation, actively cooperate with Hong Kong's science and technology innovation development strategy, and effectively support the planning and construction of the northern metropolitan area of Hong Kong.

In January 2017, the Hong Kong Special Administrative Region Government and the Shenzhen Municipal People's Government signed a memorandum of cooperation to jointly develop the cooperation zone. The Cooperation Zone is located in the border area between the northern part of the Hong Kong Special Administrative Region and the central southern part of Shenzhen. It is a natural intersection between the northern metropolitan area of Hong Kong and the Guangzhou Shenzhen Hong Kong Science and Technology Innovation Corridor, with an area of approximately 3.89 square kilometers.
