Liu Hedang, Deputy Director of the Health Commission of Yiyang County, Henan Province, told reporters that in recent years, "hiring village doctors" has become a common solution in rural areas to address issues such as rural doctors being unable to pay "five insurances and one fund" and pension insurance benefits due to being outside of their official positions, and having no promotion channels. However, in actual recruitment, village doctors are often "stuck in the conditions".
Liu told the party that under normal circumstances, "township hiring for village use" needs to meet two "thresholds": first, the age limit for village doctors is under 45 years old; The second is to obtain professional qualifications as a practicing physician. The latter can be solved through training organized by higher-level medical and health institutions in the context of sufficient local job training funds, but the former is a rigid constraint related to the requirement of paying pension insurance premiums for at least 15 years.
According to the 2022 China Health Statistics Yearbook, nearly 80% of rural doctors in China were aged 45 and above in 2021. Among them, 34% are aged 45-54, 12.1% are aged 55-59, and 28.8% are aged 60 and above.
